Let me contribute one reason why employer may prefer candidates with CFA level 2. 

There are hundreds of graduate schools in China offered an MA Finance relative degree.

The education quality differs one by one. CFA Level 2 could at least tell the employer

the candidate is well knowledged as an MS Finance degree holder.   

But,one ONLY has CFA Level 2 might still fail in job market.
